Discussing on national sovereignty at the creation of European External Action Service

Abstract: Throughout the history of international cooperation, EU has been considered as a pioneering and exemplary model for the concept of integration and sharing sovereignty. However, even during the most intensive European integration processes, its member states have always understood that the sovereigntybeing shared is limited; and national sovereignty, especially in foreign policy, will always be vital for any nation. With the establishment of the European External Action Service - one of the most prominent and ambitious institutional initiatives of the Lisbon Treaty, the member states had expressed diverse responses, yet all showed a common view: No country was willing to give up sovereignty and national interest in foreign policy for the common goal of the EU.

The EVFTA and EVIPA was approved by the European Parliament on 12th of March 2020. The EVFTA and EVIPA are a mutually beneficial agreement for both Europe and Vietnam. EVFTA will open the door for European investors to Vietnam’s fast-growing market, while EVIPA will give foreign investors the protection and trust to do business in Vietnam. However, in order to seize these opportunities, the Vietnamese government and businesses need to find solutions to overcome the challenges from these agrements as well as overcome their internal weaknesses.
