Workshop on 30 years of friendship and cooperation between Vietnam and Ukraine

On the occasion of the 30th anniversary of the establishment of diplomatic relations between the two countries Vietnam - Ukraine (January 23, 1992 - January 23, 2022), the afternoon of January 21, 2022, at headquarters No. 1 Lieu Giai, Ba Dinh, Hanoi, Institute for European Studies (Vietnam Academy of Social Sciences), Diplomatic Academy of Vietnam, Diplomatic Academy of Ukraine, Institute of Oriental Studies (Ukrainian Academy of Sciences) coordinated Organized the Workshop "30 years of friendship and cooperation between Vietnam and Ukraine". Currently, the world is still continuing to deal with great challenges caused by the Covid-19 pandemic, but with determination and joint efforts from both sides, the Vietnam-Ukraine relationship has still achieved encouraging results, rate in the past two years. The two countries successfully organized the 15th session of the Intergovernmental Committee on economic, trade and scientific and technical cooperation. Bilateral trade turnover continued to increase over the years, the first 10 months of 2021 reached more than 729 million USD compared to nearly 645 million USD in total turnover in 2020. Speaking at the opening of the seminar, Deputy Minister of Foreign Affairs of Ukraine Senik Dmytro happily said that in the 30 years since the establishment of diplomatic relations between Ukraine and Vietnam, the two countries have achieved remarkable results in construction bilateral cooperation relations and even cooperate within the framework of international organizations. Over the past 30 years, the two countries have signed more than 50 bilateral agreements on cooperation in many fields: from education and employment to investment protection and customs cooperation. Deputy Minister Senik Dmytro emphasized the importance of economy and trade in the cooperation relationship between the two countries. Deputy Minister Senik Dmytro said that the interest of the Ukrainian and Vietnamese business communities in establishing effective business relations is always at a high level. This is confirmed by the growth of bilateral trade, which in just 11 months of 2021 has reached 792 million US dollars. Ukraine is still constantly looking for new areas of cooperation, new projects, and in the past year has managed to do a lot of useful things in this area.

Discussing the negotiation of the Free Trade Agreement between Ukraine and Vietnam, Deputy Minister Senik Dmytro said that this issue has a long history, it is time to speed up the negotiation progress; also started negotiations on the implementation of a number of promising intensive scientific projects in the fields of biotechnology, titanium production, renewable energy, agriculture, etc. In 2021, cooperation was established start-up in the field of space, research and use of stem cells and microbial fertilizers. The issue of Ukraine's agricultural product export certification has changed, especially with the opening of the Vietnamese market for chicken, egg, pork and seafood products.

Deputy Minister Senik Dmytro very much looks forward to resuming the exchange of visits at all levels and reaffirming Ukraine's willingness to become a reliable partner of Vietnam in Europe. At the same time, he believes in the support of Vietnam, as an influential member of ASEAN, in efforts to support Ukraine to be closer to ASEAN.

Speaking at the Workshop, Vietnam's Deputy Foreign Minister Vu Quang Minh assessed this as a very meaningful activity to celebrate the 30th anniversary of the establishment of diplomatic relations between Vietnam and Ukraine; is an opportunity to connect scholars and researchers about Ukraine and the relationship between the two countries; and also a warm reunion for all of us - who have been actively contributing to the development of the long-standing friendship between the two peoples.

Deputy Minister Vu Quang Minh said that over the past 30 years, Vietnam - Ukraine relations have developed very well. The two countries upgraded their relationship to comprehensive partnership and cooperation in 2011, creating a solid foundation and new impetus to further promote the multifaceted cooperation between the two countries. Deputy Minister Vu Quang Minh said that, overcoming all difficulties and challenges of the COVID-19 epidemic, the Vietnam - Ukraine relationship is facing many great opportunities to further consolidate and strengthen in many fields such as politics - foreign affairs, economy - trade, culture and education as well as other fields.

Deputy Minister Vu Quang Minh believes that with the determination and joint efforts of the two sides, the Vietnam - Ukraine relations will have positive development steps, becoming more and more practical, meeting the practical interests of the two peoples country, commensurate with the long tradition as well as the importance of the comprehensive cooperation and partnership between Vietnam and Ukraine.

At the Conference, Dr. Dang Xuan Thanh, Vice President of Vietnam Academy of Social Sciences warmly welcomed the delegates to the Workshop. Vice Chairman Dang Xuan Thanh said that this is an important event to celebrate the 30th anniversary of the establishment of diplomatic relations between the two countries (January 23, 1992 - January 23, 2022). This scientific conference is a premise for the next meetings and exchanges, so that the two countries can continue to research together and find new, creative and effective cooperation measures and directions, suitable to the needs of the two countries in new situation, in order to further promote the bilateral cooperation relationship between Vietnam and Ukraine.

At the seminar, with 6 presentations were presented: (1) "Bilateral relations of Ukraine - Vietnam: Situation and prospects" by Mr. Shovkoplias Oleksi, Director of Training Center of Ukraine Diplomatic Academy, former Dai Ukrainian Ambassador to Vietnam (2010-2019); (2) "Thirty years of Ukraine and Vietnam's relations with Europe - the Atlantic: Opportunities to promote Vietnam - Ukraine relations" by Assoc.Prof.Dr. Nguyen Anh Tuan, Diplomatic Academy, former Ambassador Extraordinary and Plenipotentiary of Vietnam in Ukraine (2017 - 2020); (3) “Ukraine's position in current European coordinates” by Mr. Velko Ihor, First Secretary, Embassy of Ukraine in Vietnam; (4) "Characteristics of Vietnam - Ukraine relations after 30 years of construction and development", by Dr. Vu Thuy Trang, Director of the Center for Russian and CIS Studies, Institute of European Studies, Vietnam Academy of Social Sciences; (5) "Restoring tourism between Vietnam and Ukraine in the post-Covid period", by Ms. Oleskiv Mariana, President of the State Agency for Tourism Development of Ukraine; (6) “Educational relations: The situation of teaching Vietnamese in Ukraine”, by Assoc.Prof.Dr. Musiychuk Victoria, Institute of Oriental Studies named after A.Yu. Krymskyi, National Academy of Sciences of Ukraine.

The workshop received many outstanding discussions on related topics. Speaking at the conclusion of the workshop, Assoc.Prof.Dr. Nguyen Chien Thang sincerely thanks the Embassy of Ukraine in Vietnam, the Diplomatic Academy of Vietnam, the Institute of Oriental Studies of the National Academy of Sciences of Ukraine and the delegates attending the conference. Assoc.Prof.Dr. Nguyen Chien Thang highly appreciated the significance of the Conference. Director Nguyen Chien Thang emphasized that the opinions and contributions of delegates and scholars are the premise for the governments and policy makers of the two countries to listen and pay attention, so that there are more new perspectives, approaches and policy directions, promoting the strong development of the comprehensive partnership and cooperation between the two countries Vietnam - Ukraine.
